Boones Mill
The North American Housing CDD landfill operated prior to the promulgation of current regulations governing disposal of solid waste. Accordingly, this landfill did not operate or conduct post-closure care under a permit issued by the Virginia Department of Environmental Quality. Rather, post-closure care was conducted under the terms of a 1993 Consent Order.
The landfill changed ownership several times during its 12+ year post-closure care period. The current owner selected Resource to perform a Termination of Post-Closure Care Assessment (TPCA) in 2006. Resource completed the TPCA, and the landfill was subsequently one of the fist landfills in Virginia to be released from post-closure care requirements by the Virginia Department of Environmental Quality.
Resource's services included:
- Detailed review of landfill history, including:
- The Original Consent Order
- The Closure Plan
- "Statement of Threat Potential" correspondence
- Records of correspondence between the owner/operator and the VDEQ during the post-closure period
- Records of the groundwater monitoring program conducted during the post-closure period
- Information provided by the owner/operator regarding periodic inspections and maintenance conducted at the facility.
- Visual observation of the landfill. This observation included examination and review of the vegetative cover, final cover, site drainage, site security, and groundwater monitoring systems; along with the performance of decomposition gas monitoring in existing monitoring wells and ambient air, and by use of punch probes.
- Statistical Trend Analysis of the full history of groundwater monitoring program to assess potential ramifications of its discontinuation.
- Public notification and conduct public hearing.
