Flippo Tract
Caroline County

Challenged with terrain and crisscrossed by wetlands, the Flippo tract is a 195 acre mixed use development with 578 dwelling units as well as commercial and industrial uses. Resource International worked closely with the County staff and a citizen steering committee to orchestrate compliance with the new Comprehensive Plan. Our staff regularly attended meetings and assisted citizens in the text writing for the Community Plan.

Carmel Church is a fast growing community located on the I 95 corridor. In 2006, the County needed to update its Comprehensive Plan for the County. Given the extreme growth pressures, the county initiated citizen steering committees that would identify opportunities and pitfalls for five different growth areas in the County. This process was a year long effort that involved bimonthly meetings.

When the County began a Citizen Steering committee of the Carmel Church area, Resource staff attended its meetings and participated in its process. For example, Resource staff helped the Steering Committee in text writing, provided information and participated in discussions. On January 23, 2007, the Caroline Board of Supervisors adopted the Carmel Church small area plan.

This effort gave Resource staff a clear understanding of the needs and problems of the Carmel church area. By working with the community leaders and county staff, Resource was able to articulate the needs of its clients and to incorporate them into the needs of the community.

Located in a designated growth area, the County preferred a Traditional Neighborhood development style. Further, the adopted Community Plan indicated that the site must contain a school site and remain a moderately low density of 3.25 dwelling units per acre.

The site itself provided many challenges for development. For example, the property contains significant areas of wetlands as well as slope challenges. Further, the site is rather long and narrow along Route 207.

Resource worked with the county to develop a plan that created winning solutions for both. First, the developer proposed a mixture of commercial and industrial uses so that residential development impact can be offset by a mixture of uses. Secondly, the developer proposed both a school site and a park site is proposed to be located on an adjacent property so that higher density development can occur on the Flippo tract. The developer also supported several new road system initiatives that would improve north south road connectivity and access.
