Roxbury Industrial Center
Roxbury Industrial Center is a 275-acre industrial park owned by Charles City County. This industrial park is composed of 70 lots with a central water supply and wastewater collection and treatment system.
Master Plan Design
Resource was involved in the master planning including lot layouts, feasibility analyses, drainage analyses, development of the industrial park's stormwater management plan, and the development of the Covenants, and Restrictions. Resource also provided the preliminary design and construction management for a 20,000 square foot manufacturing building.
Surveying and Road Design
Resource provided boundary and topographic surveys for the entire industrial park as well as the design and preparation of construction documents for road construction funded by the VDOT Industrial Access Funds.
Water System Design
Resource performed the feasibility analysis, design, bidding, and construction administration for the development and management of the industrial park's $400,000 central water system. The water supply includes a 600-foot deep well with a yield in excess of 350 GPM, a 100,000 gallon storage tank, domestic and fire flow pump station, and a stand-by generator system. The system, including 6,400 linear feet of distribution main, is designed to provide in excess of 1,000 GPM for a two-hour fire flow period to supply industrial sprinkler systems.
Wastewater System Design
The central wastewater collection and disposal system design included collection system piping and an interim central septic tank and drain field system. The post-interim treatment system is a 36,000 GPD aerated lagoon system with a spray irrigation system for disposal of the effluent.
Resource secured the Virginia Pollution Abatement Permit, performed feasibility analyses, secured wetlands permitting, provided final design bidding, and construction administration services. The $750,000 treatment system includes pumping systems, aerated lagoon cells, storage pond facilities, effluent gas chlorination disinfection, spray application facilities, an operations building housing an analytical laboratory, and a graphic display control panel. Resource also provided design services for the facility's groundwater monitoring program.
Utility Rate Study
Resource prepared a water and sewer utilities rate study for the County's management of the utility systems. The rate study was developed using existing and projected costs, and a computer model to compare alternative user charges and connection fees.
