Bluffs at Bell Creek and Bell Creek Park
Resource performed the Engineering and Land Planning services for a 450-acre multi-use development featuring the combination of 535 residential units, 120 acres of industrial/commercial property and a historic park. With the recent approval of the Bluffs Section III construction plans, Hanover County approved the largest single subdivision section in its history. A key component in the stormwater management plan for this development was the construction of regional basin T-33 to serve the commercial portions and provide stormwater credits for the residential portion.

Resource engineers utilized the County Regional Stormwater Plan to design a Master Stormwater Plan for the Bluffs at Bell Creek (Residential) and Bell Creek Park (Industrial/ Commercial) in order to eliminate the need for stormwater basins within the residential subdivision. The overall road design and grading plan within the Bluffs was configured to convey the stormwater directly to an adequate channel. The design and construction of the T-33 Regional Basin was designed for the Park and the cost to the developer was returned in the form of credits against the residential stormwater management fees. This design methodology achieved stormwater management for the entire development without the need for basins in the residential section and without any additional cost to the developer.
The road system included several roundabouts and reconfigurations of the main access roadway at the intersection of the existing road system.
