Major Thoroughfare Plan in Eastern Goochland County

Resource recently concluded an analysis of the eastern portion of Goochland County that included an estimate of the total "build out" afforded by the Comprehensive Plan. This study included a major thoroughfare plan that was developed for the County to consider the idea of requiring road proffer fees for new zoning applications.

Resource prepared this study with personnel from our Planning Department and our Engineering Department. Most land development projects involve personnel from each of these departments as the scope of the development is discussed.

The process applied required determining the build out of the eastern portion of the County as allowed by the County's Comprehensive Plan. Traffic generation created by the total land development was calculated and assigned to the existing road system including known improvements. Deficiencies in the roadway system with the future traffic were identified. Recommended roadway improvements and new facilities to support the comprehensive plan were identified and cost estimates prepared. These costs then form the basis for establishing road proffer fees to be applied to new zoning cases.
