Colonial Downs Racetrack

Resource was retained by Colonial Downs to perform the civil and environmental engineering and surveying for development of the Colonial Downs Racetrack on a 345-acre site in New Kent County, Virginia. The overall project cost was $55,000,000 with the civil infrastructure cost of approximately $10,000,000. As a fast-tracked project, design and construction occurred between September 1996 and August 1997. Over 2,000,000 cubic yards of earth were moved, and over 200,000 tons of select materials were imported to develop the site for a five-story grandstand, 26 buildings; an 80-foot-wide, 1.25-mile dirt track; and a 180-foot-wide, 7/8-mile turf track.

Survey Services
A survey was provided to determine site topography for design of roads, utilities, storm water basins, and to locate the wetland boundaries. Resource also performed all the construction stake out for each aspect of the project, a boundary survey, and an as-built survey.

Design and Construction
Resource prepared design documents and construction administration services for site layout, roadway and utilities design, and storm water management. The drawings included erosion and sediment control structures conforming to the requirements of the County and the Virginia Erosion and Sediment Control Handbook. The main entrance is a 4,400 linear foot, four-lane road with a divided median and curb and gutter. The track entrance road is a 1,700 linear foot, four-lane road with divided median and curb and gutter. Pavement designs were based on the Virginia Department of Transportation (VDOT) requirements.

Wetland Delineation
Additional services included wetland delineation and jurisdictional determination. Transects were established to intersect potential jurisdictional boundaries. Sampling was performed in the vicinity of the wetland boundaries in accordance with Corps of Engineers wetland Delineation Manual, 1987. Using information obtained from the sampling, jurisdictional area boundaries were flagged and a jurisdictional determination (JD) was obtained. Resource also prepared a wetland mitigation plan to compensate for wetland areas disturbed by the track construction.

Infrastructure
To support the project Resource designed a 250,000 GPD wastewater treatment facility expandable to 500,000 GPD and a potable well system with a 250,000 gallon storage tank.
